Russia Should Become a Leader of the Global Environmental Agenda

Russia has demonstrated a consistent policy in implementing the environmental agenda, aiming at broad international cooperation in the field of environmental protection. This was stated by the Speaker of the Federation Council Valentina Matviyenko at the press conference on the results of the 9th Nevsky International Ecological Congress held in St. Petersburg. The event is conducted by the Ministry of Natural Resources and the Environment of the Russian Federation under the auspices of the Federation Council with the participation of the Interparliamentary Assembly of the CIS member states. The operator is the Roscongress Foundation. 

“The Congress has once again confirmed that the environmental agenda is a priority for Russia. It is very important that the Congress took place in the format of an open international dialogue. It was attended by representatives from 30 countries, most of them in person.”

According to the Federation Council Speaker, the first day of the Congress featured 10 thematic roundtables. “We received many new ideas and proposals. The atmosphere of the Congress was conducive to development and expansion of international cooperation.”

According to the Federation Council Speaker, there is an absolute understanding today that no country in the world can solve environmental problems alone. “It is necessary to act together. We have felt the same attitude from our foreign partners.”

Now it is necessary to summarize the results of the discussion, prepare quality recommendations and take them into account, said the Speaker of the Federation Council. “The Federal Assembly and the Government have serious plans for further improvement of the Russian environmental legislation and taking necessary measures.

Russia should become one of the leaders of the global environmental agenda and initiate joint work to protect the environment, said the Speaker of the Federation Council.

“The well-being of all mankind largely depends on how we treat the environment. Environmental problems require joint efforts at the intergovernmental level. It is extremely important to raise the environmental agenda at the Russian and international business platforms, to build a dialogue and involve representatives of all stakeholders in the search for environmental solutions. The substantive discussions that took place at the Nevsky Congress will certainly be continued at the St. Petersburg International Economic Forum,” noted Anton Kobyakov, Advisor to the President of the Russian Federation and Executive Secretary of the 9th Nevsky International Ecological Congress.

Victoria Abramchenko, Deputy Prime Minister of the Russian Federation, took part in the plenary session of the 9th Nevsky International Ecological Congress: “The main theme of the 9th Nevsky International Ecological Congress is the planet’s environmental protection as a guarantee of sustainable development. The environmental and climate agenda is of concern to people of all continents, all nations and nationalities. Ecology and climate have no boundaries or political views and directly affect the well-being and quality of life of every human being and all life on the planet.”

Answering the journalists’ question about her initiative to adopt the Environmental Code, Valentina Matviyenko noted that a serious discussion involving scientists, experts, legislators, and representatives of relevant ministries and agencies must take place. “We will promote this idea because today the fight for environmental protection is all-embracing. Today, they are regulated in different documents, and it is obvious that we need a single set of laws, taking into account, among other things, the new challenges and problems that were discussed at the Congress.”

At the same time, it is necessary to align Russian environmental legislation with the relevant legal framework of the CIS member states, the European Union, and other countries, said the Speaker of the Federation Council.

The 9th Nevsky International Ecological Congress was held on 27–28 May 2021 in St. Petersburg. The event was organized by the Ministry of Natural Resources and the Environment of the Russian Federation under the auspices of the Federation Council with the participation of the Interparliamentary Assembly of the CIS Member States. The operator of the event is the Roscongress Foundation.

Andrei Yatskin, First Deputy Speaker of the Federation Council; Galina Karelova and Konstantin Kosachev, Deputy Speakers of the Federation Council and Chairmen of the Federation Council Committees; Deputy Prime Minister Victoria Abramchenko; Alexander Kozlov, Minister of Natural Resources and the Environment; Alexander Beglov, Governor of St. Petersburg; heads and representatives of federal and regional authorities; and major companies and foreign guests took part in the Congress.

The Congress concluded with the adoption of a draft final resolution, which will be finalized in the light of the suggestions and recommendations.

On the same day, the co-chairmen of the Organizing Committee of the 9th Nevsky International Ecological Congress, Speaker of the IPA CIS Council, Federation Council Speaker Valentina Matviyenko and Deputy Prime Minister Viktoria Abramchenko took part in the environmental campaign.

In the park at the main entrance to the Tavricheskiy Palace, Congress participants planted 12 ornamental trees.
